As Chatter and the Deal Bar both require that an org has the new UI, they cannot be released until that happens. So bottom line: I think it will come out when Chatter is GA, or perhaps between two major releases (Spring and Summer 10) as a minor update. I have ZERO hard facts from salesforce.com -- and with Safe Harbor and all that, I wouldn't make any predictions anyway! I’m GUESSING that it will come out with Chatter, as that will be one of the signs that the new UI is fully deployed.
